Changes

bump bweso chart version to 1.3.0, appversion to 1.7.0
bump bitwarden cli to 2026.4.1 in docker image
add No AI Policy
add contributing section
remove currently broken helm-docs and helm-lint actions
attempt to clean up the docker push workflow

This is the first helm release, but another will follow after we build the latest docker image :)
