Description of the change

Retire bitnami flavored postgresql subchart and replace with the cnpg cluster chart

Benefits

Bitnami's container images are now closed source, so they don't get updates. CNPG will allow us to have modern secure images.

Possible drawbacks

Users will need to install the CNPG operator
